NATURE OF WORK
You will be responsible for monitoring and providing support to county and community-based programs and services under the regulatory jurisdiction of the Pennsylvania Department of Public Welfare. You will provide advice and consultation to ensure the implementation of Departmental policies and program compliance with Federal and State standards, legal requirements and Departmental rules and regulations. Work includes reviewing county program operations and service provider activities through site visits, and reviewing reports and records of program services. Work may involve contact with the individuals receiving services and their family members. You will also investigate complaints and incident reports; prepare reports of findings; provide consultative services leading toward the improvement of operations; and submit recommendations to correct discrepancies. Work may involve managing federally funded programs. Work is performed with a high degree of independence and is reviewed for conformance to overall Departmental policies and program objectives through reports and conferences.

You must be a Pennsylvania resident, of good moral character and able to perform the essential functions of the job.
Minimum Requirements
Mental Health Program Representative 1 - A bachelor's degree, which includes 12 college level credits in the social or behavioral sciences; and 3 years of professional experience in a human services or public health care agency or facility performing program development which included program cost projections; program planning; program evaluation; case management services; and/or program monitoring/quality assurance activities. One year of this experience must be working in a mental health and/or substance abuse services program in an administrative, advisory or supervisory capacity OR an equivalent combination of experience and training, which includes 1 year of professional administrative, advisory or supervisory experience in a human services or public health care agency or facility in a mental health and/or substance abuse services program performing program development which included program cost projections; program planning; program evaluation; case management services; and/or program monitoring/quality assurance activities; and 12 college level credits in the social or behavioral sciences.
Mental Retardation Program Representative 1 - A bachelor's degree, which includes 12 college level credits in the social or behavioral services; and 3 years of professional experience in a human services or public health care agency or facility performing program development which included program cost projections; program planning; program evaluation; case management services; and/or program monitoring/quality assurance activities. One year of this experience must be working in a mental retardation/developmental disability program in an administrative, advisory or supervisory capacity OR an equivalent combination of experience and training, which includes 1 year of professional administrative, advisory or supervisory experience in a human services or public health care agency or facility working in a mental retardation/developmental disability program performing program development which included program cost projections; program planning; program evaluation; case management services; and/or program monitoring/quality assurance activities; and 12 college level credits in the social or behavioral services.
Clarification of Requirements You may substitute related education for the required experience or appropriate experience for the required education except for the 1 year of specific experience and the 12 college-level credits as listed above. Unrelated experience or education will not be accepted.

There are currently 38 Mental Retardation Program Representative 1 positions located in the following counties: Allegheny (10), Dauphin (11), Lackawanna (5), Montgomery (6) and Philadelphia (6).
The Pennsylvania Department of Public Welfare anticipates making approximately 8 appointments from the lists during the next 12 months: 3 Mental Health Program Representatives 1 and 5 Mental Retardation Program Representatives 1.
Additional opportunities may occur due to normal turnover from retirements, promotions, transfers, resignations and so forth.
Employment preference may be given to residents of the county were the job is located.
Promotion preference may be given to employees who work in the counties where job openings occur.

TESTING
You will be rated on your experience and training. Your score will be based on information you report on your application and application supplement.
You must provide complete and accurate information. Failure to do so may delay the processing of your application, result in a lower-than-deserved score, or disqualification.
If you take the test and want to take it again, you may be retested after 6 months from the date of your "Notice of Examination Results." A new application and application supplement are required for a retest.
If your name is on an eligible list for this job title and you take this test, your most recent examination result will be the only one counted.
TEST RESULTS
Employment and promotion lists will be established. You will be notified in writing of your test results.
