This is professional and administrative nursing work directing nursing services at a Commonwealth mental health hospital, mental retardation center, restoration center or veteran’s home or center. You will plan, direct, evaluate and coordinate facility-wide nursing services to ensure compliance with certification/accreditation agency standards to maintain high-quality patient care. Nurse Manager 1 – You will coordinate patient care and treatment for individuals who have physical and/or mental disabilities, or long-term nursing needs. You will plan, organize and direct the work of non-professional, professional and supervisory nursing staff. The work includes coordinating nursing services with other disciplines, and developing and evaluating nursing policies and procedures. Nurse Manager 2 – You will administer nursing department operations and participate in the overall administration of the nursing program at the facility; coordinate nursing services with other disciplines; develop nursing department policies; ensure policies, standards and procedures are implemented and implement corrective actions as necessary. You will also supervise Nurse Managers, Registered Nurse Supervisors and nursing direct care staff. Some Nurse Managers 2 may supervise other departments such as pharmacy operations, physical therapy, etc. Nursing Director – You will be responsible for quality assurance/improvement and in-service education. You will collaborate with the facility’s superintendent or assistant superintendents to coordinate nursing services with other facility disciplines and develop nursing department policies.

You must be of good moral character and able to perform the essential functions of the job. Pennsylvania residency is currently waived for this job title. All of the positions in these job titles come under the provisions of the Older Adults Protective Services Act. If you are a final candidate for one of these positions, you will have to obtain a report of criminal record information from the Pennsylvania State Police or a statement that the State Police Central Repository contains no information relating to you. If you are a final candidate and not currently a Pennsylvania resident, or if you are currently a Pennsylvania resident and a final candidate but have not been a resident for two years prior to the date that you received notification that you are a final candidate, you are also required to furnish a report of Federal Criminal History Record Information from the Federal Bureau of Investigation. If your background is unacceptable, you will be disqualified for employment in such positions. You will receive information about this requirement and how to obtain the required reports at the time you are being considered for employment. Necessary Special Requirement for All Job Classes Possession of a current license to practice as a Registered Nurse issued by the Pennsylvania State Board of Nursing; or possession of a non-renewable temporary practice permit issued by the Pennsylvania State Board of Nursing. Conditions of Employment For All Job Classes Employees possessing a non-renewable temporary practice permit must obtain licensure as a Registered Nurse within the one year period defined by the Pennsylvania State Board of Nursing. Applicants must show proof of a valid temporary practice permit or licensure as a Registered Nurse at the time of appointment. Employees who possess a temporary practice permit must pass the licensure examination within the one year period as defined by the State Board of Nursing. If they fail the licensure examination their temporary practice permit shall expire and they must be removed from their position. Minimum Requirements Nurse Manager 1 - Two years as a Registered Nurse Supervisor or 3 years as a Registered Nurse Instructor in a facility providing individual/patient care and services consistent with those needed for the type of health care setting for individuals/patients with a mental or physical injury or illness and/or developmental disability; OR 6 years of professional nursing experience, which includes 1 year in a supervisory, or consultative capacity providing individual/patient care and services consistent with those needed for the type of health care setting for individuals/patients with a mental or physical injury or illness and/or developmental disability; and a bachelor’s degree in nursing, nursing education or administration; a master’s degree in nursing, nursing education or administration may be substituted for up to 1 year of the required general professional nursing work experience; OR an equivalent combination of experience and training which includes 1 year in a supervisory or consultative capacity providing individual/patient care and services consistent with those needed for the type of health care setting for individuals/patients with a mental or physical injury or illness and/or developmental disability. Nurse Manager 2 – Two years as a Nurse Manager 1 in a facility providing individual/patient care and services consistent with those needed for the type of health care setting for individuals/patients with a mental or physical injury, illness and/or developmental disability; OR 8 years of professional nursing experience, including 3 years in a managerial capacity providing individual/patient care and services consistent with those needed for the type of health care setting for individuals/patients with a mental or physical injury, illness and/or developmental disability; and a bachelor’s degree in nursing, nursing education or administration; a master’s degree in nursing, nursing education or administration may be substituted for up to 1 year of the required general professional nursing work experience; OR an equivalent combination of experience and training which includes 3 years in a managerial capacity providing individual/patient care and services consistent with those needed for the type of health care setting for individuals/patients with a mental or physical injury, illness and/or developmental disability. Nursing Director – One year as a Nurse Manager 2 providing individual/patient care and services consistent with those needed for the type of health care setting for individuals/patients with a mental or physical injury, illness and/or developmental disability; OR 9 years of professional nursing experience, including 3 years in a managerial capacity providing individual/patient care and services consistent with those needed for the type of health care setting for individuals/patients with a mental or physical injury, illness and/or developmental disability; and a bachelor’s degree in nursing, nursing education, or administration; a master’s degree in nursing, nursing education or administration may be substituted for up to 1 year of required general professional nursing experience; OR an equivalent combination of experience and training that includes 3 years in a managerial capacity providing individual/patient care and services consistent with those needed for the type of health care setting for individuals/patients with a mental or physical injury, illness and/or developmental disability. Clarification of Requirements You may substitute related education for the required experience or appropriate experience for the required education.
